Job Description

Job Title: Bidding Officer (Government Projects)

Job Summary

Doña Alejandra, Inc. (DAI) is a leading IT solutions provider with a strong track record in government projects. We are seeking an experienced and highly organized Bidding Specialist to manage and oversee our entire government bidding process.

Key Responsibilities

1. Monitor Procurement Portals: Actively monitor the PhilGEPS platform and other relevant government agency websites for new bidding opportunities (Invitations to Bid, Requests for Proposals, etc.).

2. Document Analysis: Thoroughly read, review, and analyze all bidding documents to understand the full scope of requirements, technical specifications, and eligibility criteria.

3. Bid Preparation: Prepare, compile, and organize all required eligibility, technical, and

financial documents for submission. This includes, but is not limited to, forms, statements, certifications, and technical proposals.

4. Compliance and Quality Assurance: Ensure 100% compliance with all bidding

requirements, procurement laws (RA 9184/ RA 12009), and instructions. Perform final quality checks to guarantee all submissions are accurate, complete, and professional.

5. Submission Management: Manage the timely submission of all bids, whether through

electronic portals (PhilGEPS) or physical submission, ensuring all deadlines are strictly met.

6. Record Keeping: Maintain a systematic and organized archive of all submitted bids, contracts, and related procurement documentation.

7. Process Management: Attend pre-bid conferences and bid openings as required, representing the company professionally.

Required Qualifications & Skills

* Proven Experience: Minimum of 3 years of direct, hands-on experience as a Bidding

Officer, Procurement Specialist, or a similar role.

* Knowledge: In-depth understanding of the Government Procurement Reform Act

(RA 9184/RA 12009) and its Implementing Rules and Regulations (IRR).

* PhilGEPS Proficiency: Demonstrable experience and high proficiency in using the

PhilGEPS platform.

* Technical Skills: Proficient in MS Office (Word, Excel, PowerPoint) and Adobe Acrobat

(for creating and merging PDFs).

* Education: Bachelor’s degree in Business, Engineering, Public Administration, or a

related field.
